Yemen is facing a confessional uprising in the north, a separatist movement in the south and a swelling presence of the international terrorist network al-Qaeda, to say nothing of the country's economic woes and longstanding poverty. While Yemeni President Ali Abdullah Saleh accuses foreign powers of stirring up much of the trouble, his local critics say it is his fault for not realizing promised reforms. In an analytical piece in the London-based daily AL HAYAT on Aug. 28, Patrick Seale, a British expert on Middle East affairs, argued that Arab countries neighboring Yemen should mediate peaceful resolutions for its northern and southern conflicts and support its economy. "Yemen may need the mediation of neighboring countries--including the Gulf States, Saudi Arabia and even Iran, to help it resolve its internal conflicts," he wrote in the Saudi-owned newspaper. Sana'a has repeatedly accused Iran of nurturing the Shiite uprising in the north. The Houthi tribe rebels belong to the Zaydi branch of Shiism, a minority that ruled Yemen for centuries. "Above all, Yemen urgently needs help for health, education, economic development and job creation. USAID this year is providing Yemen with the paltry sum of $24 million, in scandalous contrast to the billions being wasted by the United States on unwinnable and unnecessary wars," Seale said.
